Chief, Federal Division
Mr. Harlan, who joined the Dallas County District Attorney’s Office in 1983, is the Chief of the Federal Division where he oversees three attorneys and one support staff member. An experienced attorney, Mr. Harlan has been practicing law for 28 years and specializes in federal civil trial law. The Dallas, Texas, native attended Creighton University in Omaha, Nebraska, where he earned a Bachelor of Arts degree and a Juris Doctor degree from the university’s School of Law.
Mr. Harlan is Board Certified by the Texas Board of Legal Specialization in Civil Trial Law; was certified in 1986 and then recertified in 1991; 1996; 2001; and 2006. In addition, he is a member of the State Bar of Texas; the Nebraska Bar Association; United States District Court; United States Court of Appeals for the Fifth Circuit; United States Supreme Court; and the Dallas Bar Association.
